Mission Statement: Clark County Department of Social Services will respect and maintain the dignity of county residents while providing quality and available services.

The Clark County Department of Social Services is created by Chapter 46.22 of the Wisconsin Statutes. The agency is state supervised and answers to a five-member Social Services Board elected by the Clark County Board of Supervisors.

The Social Service Department is made up of three units with very different sets of duties. Those units and their major responsibilities are:

Social Services Unit:

  1. Investigation and services relating to abuse and/or neglected children.
  2. Provide Juvenile Court supervision as order by the Children's Division of the Clark County Court.
  3. Provide dispositional studies to the Juvenile Court.
  4. Recruit, license and supervise child caring foster homes.
  5. Arrange and pay for costs related to children court ordered to be placed in institutions, group homes, and foster homes (including delinquent and/or children/juveniles in need of protection or services).
  6. Investigate and provide child custody reports to the court.
  7. Certify day care providers.
  8. Lead responsibilities for the Community Options Program in Clark County.
  9. Administer the elder abuse program.
  10. Provide protective services to elderly and/or handicapped adults.
  11. Administer the transportation grant to Clark County funded by the Wisconsin Department of Transportation.

Economic Support Unit:

All of the programs listed have income guidelines to be eligible for assistance. Economic Support workers provide information and determine eligibility for the following programs:

  1. W-2 Program (Employment and Training Program for W-2 and Food Share customers)
  2. Food Share* (Name change - Food Stamp) - ( Assistance for people who have limited money buy the food they need for good health)
  3. Wisconsin Home Energy Assistance Program - (Assistance for heating and electric costs and energy crisis situations)
  4. Caretaker Supplement - (Payment for children of SSI parents/parent)
  5. Wisconsin Shares - (Child Care Subsidy Program)
  6. Medical Assistance Program - (State/federal assistance program that helps certain needy and low-income people pay their medical bills, some of the programs are listed below:)
    • Healthy Start
    • Badger Care
    • Family Planning Waiver
    • Well Woman
    • MAPP (Medical Assistance Purchase Program)
    • Medicare Beneficiaries Program
    • MA transportation
  7. Referrals to food pantries in the county
  8. Judicare applications (legal assistance)

Clerical and Support Unit:

  1. Financial accounting
  2. Record keeping
  3. Clerical
  4. Administrative services to support the above programs and staff.

Alternatively, the statement "This institution is an equal opportunity provider" may be used on materials that are promotional and where the longer statement would not fit, as long as the font size used is the same as that on the rest of the material. Food Stamp regulations also allow for the use of a combined statement on applications and materials that discuss or are used for programs funded by both United States Department of Agriculture and the U.S. Department of Health and Human Services.

Agencies may not change state designed and required forms or publications. Optional forms such as "What to Bring With You" may only be altered to include the agency specific information such as letterhead and a contact name and number. Agencies may not substitute their own application or other forms, unless approved by DHFS.
